Touchup: Delete and fill holes

How to fill holes using touchup? If hole or hole boundary is selected then it doesn't allow to "delete and fill" and shows error "selection contains holes". What is the purpose of touchup tool if we can't fill those holes in model? Also the cleanup tool doesn't fill all holes even that delete and fill tool recognize this as hole.

Need separate and more advanced tool for hole filling.
