Implementation of a scan editor to successfully merge scans with original scan positions retained

User would like to me able to successfully merge scan and use them for processing. They currently have a workflow where they receive scans merged by a 3rd party that (in E57 format) have a mix of scan positions and where the origin is not central.
When used for production this results in a mesh that has gaps.

It’s always better to keep all originals position from theses scans because the normal of each point will be preserved with the good orientations and the production would be much better processed.
Our recommendation is that the user go back to the originator to generate a new scan that retains the original positions.
However, they view this as not practical and would like Bentley to develop a solution
